Visitors, not pages
Cookiebot prices by scanner-detected page count, and users can't verify or dispute the count. One reviewer was charged for 5,000+ pages on a site they say doesn't have that many. The scanner counts search result pages, paginated archives, and parameter-based URLs as separate subpages. What happened in August 2025
Cookiebot doubled its base Premium pricing and automatically migrated accounts with fewer than 4 domains to a more expensive tier. Customers described the communication as poor and the change as disrespectful. ConsentStack's pricing is published, self-serve, and has never changed without advance notice.

Experience
Cookiebot installs in 5 minutes. That part is genuinely easy. What comes after is harder. The banner customization offers two color presets and basic text editing. Anything beyond that requires CSS overrides or a custom HTML/CSS/JS template, available only on Premium. The admin dashboard is described by its own users as “clunky and annoying to navigate.” And the reporting gives you a single time-series chart with no way to filter by country or device.

One product, one brand
Cookiebot is now branded “Cookiebot CMP by Usercentrics.” New signups are redirected to Usercentrics Web CMP, a different platform. Existing customers need a support article to figure out which account they have. The WordPress plugin has been renamed multiple times, and one user reported losing all settings after temporarily deactivating it. ConsentStack is a single product with a single brand. What you sign up for is what you use.

One toggle in the dashboard enables Global Compliance Mode. That single setting covers 195+ privacy regulations across 157+ jurisdictions, with automatic per-visitor resolution at the CDN edge. No region configuration, no manual rule mapping, no jurisdiction research. A visitor from Germany gets GDPR treatment. A visitor from California gets CCPA/CPRA. A visitor from Virginia gets VCDPA. Cookiebot requires you to do the compliance homework. Its free tier covers a single regulation. Add a second jurisdiction and you're setting up “Multiple Configurations” with data-georegions attributes, choosing which laws apply to which visitors, and hoping you haven't missed a jurisdiction. Cookiebot documents support for approximately 10 regulations. Coverage across Asia-Pacific, the Middle East, and Sub-Saharan Africa is not documented.

The gap matters because a visitor from Texas, Nebraska, or Maryland needs different consent treatment than a visitor from California, and getting it wrong means non-compliance in that state.
Performance
Cookiebot's consent script blocks your page from rendering until it finishes loading. An independent benchmark ranked it 9th out of 11 consent tools tested. Instead of crawling your site monthly to discover cookies, ConsentStack blocks third-party scripts in real-time using a library of 5,800+ known tracker domains. Scripts are automatically classified and blocked before they execute. This means there is no 30-day gap between scans, but ConsentStack does not generate a publishable cookie declaration document the way Cookiebot does. If your compliance workflow requires a cookie inventory, you would need to generate that separately.
ConsentStack does not currently support IAB TCF v2.2 or GPP.
